Many of the 'inactive magic jacks' are probably only used for occasional travel and not regularly active. Even if you assume 'active' to mean 'paid up' then many are like mine, out of the free trial period and sitting on a shelf until I need a second number again, at which time I'll pay for another year and it will become 'active' again.
